93-year-old Samarkand university in Uzbekistan sees rise in MBBS aspirants from India as war closes Ukraine door



With the war closing Ukraine’s door for MBBS aspirants from India, 93-year-old State Samarkand Medical University in Uzbekistan is seeing an exponential rise in the number of Indian students. Till 2021, the public university used to receive around 100 to 150 Indian students and the number has gone up to 3,000 in 2023. The varsity has also accommodated over 1,000 Indian students who were earlier enrolled in various universities in Ukraine and had to leave their courses midway.

“The number of Indian students has risen exponentially and we are also making adequate arrangements to ensure the trend continues and the students do not have to face any discomfort,” Dr Zafar Aminov, Vice Chancellor, State Samarkand Medical University told PTI.

“We have hired over 40 teachers from India this year. Our teaching and learning in English only but we wanted to ensure that students do not find it difficult to deal with any difference in accent,” Aminov said.

“This way, the teachers are culturally close to the students, and those teachers help us manage the students much better,” he added.

Even though the duration of MBBS is six years in Uzbekistan, unlike five and a half years in India, teaching and learning in English, a peaceful atmosphere, affordable fees and practical exposure are the reasons that attract students to the new destination.

“Samarkand is a hidden gem of Central Asia. Earlier, students were going to different countries, and after the war, students came to know about Uzbekistan. There are a few very important things here which are good for students. It is very secure for Indian girls and students.

The Medical Screening Examination must be appeared by foreign medical grads after
returning to India in order to attain the license to practice medicine in India. The FMGE i.e. Foreign Medical Graduates Examination is conducted by the National Board of Examination (NBE) in India.

It was made mandatory for the students to pass the screening test after obtaining their medical degree from eastern European countries like China, Nepal, the Philippines, and Caribbean Countries. Other countries like Russia, Kazakhstan, Kyrgyzstan, Belarus, Armenia, Georgia, etc.

FMGE… when..?
FMGE 2019-20 is a national level examination conducted twice a year in the months of June and December. NBE is the authority responsible to conduct the examination for the medical graduates returning to their homeland from Abroad. FMGE MCI Screening Test must be given by the foreign medical degree holder students only.

What does the law say about studying medicine abroad?
In India, the number of medical seats is less and the number of medical aspirants is near about 15.97 lakhs. Due to this stiff competition between medical aspirants and medical seats in colleges of India, the students are opted to choose MBBS in Abroad.

 

Replacing FMGE…
But soon this examination will be replaced by another examination known as NEXT i.e. National Exit Test. NEXT is also a licensing examination and is to be appeared by foreign medical graduates as well as Indian medical graduates.

National Medical Commission removes foreign medical universities from list
According to the official NMC website, overseas medical colleges are not recommended for Indian students pursuing MBBS courses. The Medical Council of India provided a list of foreign medical institutions offering medical courses or equivalent courses based on information provided by Indian embassies. The National Medical Commission has discontinued the list of overseas medical colleges and students can no longer find a list of these colleges on its official website.

Replacement of the Medical Council of India

The replacement of the Medical Council of India (MCI) has been recommended by NITI Aayog. The decision to replace it has been approved by the Prime Minister and further endorsed by most states. The Supreme Court of India has given permission to the central government to replace the Medical Council of India. The medical regulator has been replaced by the National Medical Commission. In early 2019, the President of India issued an order replacing the MCI with the National Medical Commission. After approval by the Prime Minister of India, the bill was finally passed to Dr. Harsh Vardhan, Minister of Health and Family Welfare, who passed the bill and on 8 August 2019, an Act retaining the National Medical Commission as a permanent regulatory body was passed by the Indian Parliament and was also assented to by the President of India.

National Medical Commission removes foreign medical universities from list
The Medical Council of India has provided a list of overseas medical colleges/medical institutes/universities where one can pursue MBBS or equivalent course based on the information provided by the Indian Embassy or Indian High Commission.

A notification issued in 2018 clarified that all Indian nationals/Indian expatriates who have obtained a medical degree from a medical institute abroad will have to pass a screening examination to get formal registration in India.

The National Medical Council has clarified that the Medical Institutions Regulatory Authority of India (NMC) has not approved a list of foreign medical institutes or universities for MBBS or equivalent course abroad.

Previously, FMGE i.e. FMGE was available for medical graduates. H. Foreign Medical Graduates Examination which is mandatory for working as a doctor in India. Students who have obtained a medical degree from an MCI recognized university could appear for the FMGE exam on their return to India.

The impact of the National Medical Commission on the delisting of foreign medical universities
Following the NMC announcement, students have been giving both negative and positive feedback. The Government of India is promoting overseas education for MBBS or equivalent courses for Indian medical students.

Disadvantages of NMC decision on student life:

Intimidation – NMC decision will increase corruption in medical colleges. If students had any dispute with the university, they used to file complaints against the university with the Indian Embassy. Indian Embassy removes the university name from the MCI list. After all foreign medical universities are removed from the NMC list, Indian Embassy will not be able to track student complaints.

Bilingualism – Various countries abroad are providing bilingual education to Indian medical students. In countries like China, Russia, the curriculum is conducted in both English and local language. MCI’s official website lists 45 medical universities in China, while the remaining ones have been removed from the list simply because they are bilingual. The minds of students are being manipulated by many fraudsters and unauthorized agents in the country.

Gateway to Incompetent Universities – MCI’s admission criteria are proper infrastructure, sufficient number of admission seats and most importantly quality education. Earlier universities that could not meet MCI standards were not included in the list, but now many incompetent universities have started to feature in the list.

Objectives of the National Medical Commission
The National Medical Board lays down guidelines for the regulation of medical institutions and physicians.

The main objectives of the National Medical Board are to create a common entrance examination for medical graduates.

To ensure compliance with the laws adopted by the Regional Medical Councils on the basis of the Act.

To assess the manpower and facilities required for health and pharmaceutical care.

To develop guidelines for calculating medical remuneration up to 50% for private medical institutions.

The mission of the State Medical Board is to provide guidance on the new system for mid-level health care providers, including active duty nurses and pharmacists, who have limited authority to prescribe medicines.

Abstract
Background: Disordered gut-brain interaction (DGBI) affects 40% of the general population and is associated with significant health impairment. Medical students are reported to have one of the highest rates of DGBI, although data are mainly from Asia and Africa. We investigated this issue in a UK university.

Methods: 378 of 1621 medical students completed an online survey. Demographic data, medical history, and gastrointestinal symptoms were collected, the latter using the Modified Rome IV Questionnaire to determine the presence or absence of DGBI symptoms in the past 3 months. Additional validated questionnaires assessed somatization, psychological distress, eating disorders, quality of life, and burnout.

Results: DGBI was present in 76% (n = 289/378), of which two out of three affected more than one site. The most common DGBI was gastrointestinal disease (57%), followed by intestinal disease (49%), esophageal disease (29%), and anorectal disease (26%). Approximately 50% of students with DGBI experienced painful gastrointestinal symptoms at least one day per week. Compared with students without DGBI, students with DGBI had significantly higher anxiety and depression scores, reported physical symptoms more frequently, had poorer mental and physical quality of life, poorer eating habits, and were more likely to take medications ( p -values, all

Conclusion: Medical students often suffer from DGBI and its associated health burden but rarely seek help. Increased awareness may lead to more support, improved health outcomes, and increased study engagement.
